Closing & funding
A title or settlement company conducts the closing; an attorney is not required. Pennsylvania is a wet-funding state.
Spousal signing
With sole title a non-borrowing spouse generally does not sign; with tenancy by the entirety both owners sign because both hold title. Title form drives the requirement, so confirm vesting with the title company.
Taxes on a refinance
Pennsylvania imposes no state refinance tax on the loan; you pay recording fees only. A promulgated title reissue discount may reduce the premium when the prior policy is recent, subject to the underwriter.
Cash-out & consumer protections
Cash-out limits follow investor and agency guidelines, not a state cap. Pennsylvania Act 6 requires housing counseling and a net-benefit showing on covered loans.
Good to know
Pennsylvania uses judicial foreclosure. Prepayment penalties are barred on covered residential loans up to an indexed loan amount, so most refinances here are penalty-free.
